Who will use the Capability Framework?

Our people

Our people (staff) will use the capability framework to

  • better understand the skills and attributes (capabilities) required for their current position
  • identify the capabilities required for positions and/or levels they aspire to
  • identify gaps in their capabilities and those they may need to develop further
  • help focus their performance support discussions with their manager about their development and career needs
  • develop capabilities consistent with the APS, thus enhancing career prospects

Managers

Managers can use the capability framework to

  • understand what are the expected behaviours (standard) of managers
  • identify the capabilities required of their team
  • use consistent selection criteria for positions
  • assess candidates for positions
  • identify the development needs of their people
  • manage performance issues
  • identify capability gaps within their team
  • identify people that demonstrate potential and inform succession planning 

Applicants for positions at Medicare Australia

The capability framework can help applicants to identify and understand

  • the skills and attributes (capabilities) required of an advertised position
  • the capabilities that are required for positions that involve the management of people/resources
  • a guide to the behaviours that would demonstrate the use of capabilities when completing applications
  • how the capabilities are applied within the context of the role or work area in which an advertised position is located

The capability framework can help the organisation to

  • identify the capabilities required for the business now and into the future
  • understand changing priorities and gaps in our learning and development programs
  • build a workforce that is capable and flexible of meeting changing priorities and programs
  • provide a clear basis for organisation workforce and succession planning
  • ensure consistent selection criteria and merit selection processes
  • ensure our performance support program focuses on capability
  • gain a clearer understanding of career progression and facilitate career planning for our people
