How will the capability framework be used?

Recruitment and selection

The capability framework will help us recruit and select the people with the capabilities we need now and into the future. Specifically we will

  • identify the capabilities (attributes and skills) that support the attainment of the key accountabilities for each position in Medicare Australia
  • incorporate these capabilities into each position statement (as selection criteria)
  • develop behaviourally based interview questions that focus on assessing these capabilities
  • ensure recruitment agencies/assessment centres are fully briefed on the capabilties we are seeking
  • use new improved template position statements, selection reports and guides to help managers recruit for capability
  • ensure a nationally consitent selection processes by using template capability based selection criteria for specific job groups (e.g. Customer Service Officers)
  • ensure applicants better understand the position requirements and thus improve job fit
  • use capability requirements to inform our organisation-wide recruitment strategy

Revised capability based selection committee training will be available.

Performance Support Program

The capability framework will help us ensure our performance support process is focused on both what the accountabilities in the work area business plan are and how they are delivered. Specifically, it will help identify

  • the capabilities required to achieve the position's key accountabilities
  • any capability gaps through a new improved Performance Support Agreement template and guide
  • development opportunities that can help address any gaps and/or assist in career development of our people through Capability Development and Career Development Plans
  • in the future, performance strengths and areas for improvement through individual Performance Support Agreements

Guidance tools on how to develop a capability based Performance Support Agreement will be available.

Learning and Development

The capability framework can help us ensure that our people are fully supported in the achievement of their work area business plans and can

  • inform individual learning and development plans
  • inform organisational learning and development strategies
  • provide a framework for the development of customer service, leadership/management, operational and other corporate development programs

Other applications for the framework

The capability framework will also help inform other HR strategies such as

  • Workforce planning
  • Succession planning
